IMMACULATE CONSTELLATION: Is a Secret UFO Program Hidden in the White House?

It’s been around five months since IMMACULATE CONSTELLATION—an alleged covert UFO program—entered the public lexicon.

Publicly, it began with a scoop on 8 October 2024, when investigative journalist Michael Shellenberger revealed details of an alleged shadowy Unacknowledged Special Access Program (uSAP) tasked with tracking advanced craft with extraordinary capabilities.

These were categorised as Unidentified Anomalous Phenomena (UAP) and Reproduction Vehicles (RVs)—the former believed to be non-human in origin, the latter tied to foreign states or unknown entities, representing craft reverse-engineered from non-human technology.

According to the report, U.S. military intelligence can distinguish between UAP and RVs. 

The implication was staggering: that nations like China or Russia—or even rogue private actors—may have reverse-engineered non-human technology, unlocking game-changing propulsion systems, such as anti-gravitic lift and instantaneous acceleration.

The story gained more traction on 13 November 2024, during one of the most memorable Congressional hearings in modern U.S. history, where Shellenberger appeared to provide testimony.

Filmmaker and journalist Jeremy Corbell played a key behind-the-scenes role with members of the House Committee on Oversight and Accountability, facilitating connections between lawmakers and the whistleblower who had contributed to Shellenberger’s article.

As documented in a recent television series, before the hearing Corbell was seen handing members of the House Oversight Committee a 12-page extraordinary document—complete with his own explanatory cover page —detailing IMMACULATE CONSTELLATION. 

That report, with Corbell’s cover page puzzlingly excluded despite committee members requesting him to draft it, is now part of the Congressional Record.

In September 2024, Corbell submitted the report to select members of Congress for review and vetting and introduced the whistleblower who drafted it in person, typically unannounced.

That report detailed how IMMACULATE CONSTELLATION operates — collecting, analysing, and disseminating intelligence about UAP and RV activity, capabilities, and known locations. It featured remarkable alleged examples of serious incidents involving global military assets, UAP, and RVs, along with the most commonly observed shapes.

The hearing brought the alleged uSAP into the light, as Shellenbeger testified that “current or former government officials” had told him that the program had “maybe thousands” of pieces of evidence showing UAP.

But events that followed the hearing, brought the question of possible RVs from adversary nations under the microscope. 

In the weeks that followed the hearing—throughout November 2024, December 2024, and into January 2025—mysterious ‘drones’ were reported flying over some of the most sensitive U.S. and UK military installations, including sites in Germany, the United Kingdom, and the United States.

While they resembled conventional drones in appearance, their flight behaviour, control mechanisms, and points of origin were anything but ordinary. Multiple U.S. and allied countermeasures were deployed — all failed. 

Then, on New Year’s Day 2025, events took a darker and even stranger turn.

An active-duty U.S. Special Forces operator, Matthew Alan Livelsberger, detonated his Tesla Cybertruck outside the Trump International Hotel. 

In a manifesto released posthumously, he claimed that the drones sighted in recent months employed gravitic propulsion systems—advanced aerospace technology allegedly in operational use by both the U.S. and China.

Livelsberger alleged that Chinese submarines had launched these craft along the Atlantic coast as part of a long-term surveillance operation, referencing the surge in drone sightings reported across 2024. 

His warning was stark:

‘They are the most dangerous threat to national security that has ever existed. They basically have an unlimited payload capacity and can park it over the WH [White House] if they wanted. It's checkmate.’

Livelsberger is not a reliable witness, given the circumstances of his death and the extraordinary nature of his claims. However, as a decorated Green Beret with access to sensitive drone operations, his allegations should at least be investigated. 

Despite a surge in unexplained drone sightings — some dating back to 2023 — Congress and the White House have failed to act decisively. As a note, such events, as cited by documentation provided by The Hill contributor, Marik Von Rennenkampff, have been occurring over military bases, dating back to 1965 and earlier - supporting theories that such craft may also be of non-human origin. 

In December 2023, eyewitness Jonathan Buttner reported seeing strange aerial objects, including a large saucer-shaped craft, flying over sensitive installations, including Langley Air Force Base and NASA’s Langley Research Center. 

This testimony was notably absent from the recent 60 Minutes episode in which Buttner appeared to discuss the drone incidents. 

A subsequent internal report—authored by the Air Force, FBI, and NASA, and obtained by the Daily Mail—revealed that detection and jamming systems had “failed” during the drone incursions.

This is striking, given that similar technology, routinely used by private companies at large public events like Formula One races, is typically effective at detecting drones and pinpointing their operators.

The fact that the U.S. military, with potentially far more advanced capabilities, was unable to detect or disrupt these intrusions is not simply a matter of incompetence or authorities relating to measures which can be used. 

Rather, it suggests that unconventional technologies may be involved — systems that go beyond the capabilities of known military drone platforms, such as those used in the Ukrainian battlefield. 

Whether these technologies are as advanced or exotic as Livelsberger claimed is perhaps wild speculation until proven otherwise. It can also be questioned whether they correspond to the RVs or UAP (albeit less advanced) described in the IMMACULATE CONSTELLATION report.

Yet the core issue remains: potential adversarial powers may be deploying technologies that have successfully evaded conventional counter-drone systems, which typically prove effective. 

Meanwhile, both the public and Congress have been kept in the dark—assuming we take at face value recent remarks by Senate Armed Services Chairman and Gang of Eight member, Senator John Wicker, who stated that the Department of Defense and national security advisors remain mystified by the drones incursions.

Yet instead of launching a deeper investigation, the Trump administration dismissed the wave of drone sightings in November and December 2024, and January 2025 — including a notable hotspot in New Jersey, where activity was particularly concentrated.

Even key figures from the 13 November 2024 hearing, such as Representative Nancy Mace, eventually downplayed the events — after White House spokesperson Karoline Leavitt stated the drones were approved by the Federal Aviation Administration (FAA).

The irony? The FAA had actually introduced drone restrictions in direct response to these very incursions.

Is there a connection between the drones spotted over critical facilities and the revelations contained in IMMACULATE CONSTELLATION? That remains unknown. 

However, the implications remain the same — foreign powers appear to have mastered advanced technology that the U.S. military, using current authorities and known technologies cannot defend its most sensitive facilities against

If foreign powers are responsible for the drone incursions, they may be using advanced technology capable of evading both detection and jamming—so effective, in fact, that the drones operate brazenly with their lights on, flying openly and undeterred over sensitive military installations.

However, when it comes to RVs, the IMMACULATE CONSTELLATION report suggests the involvement of even more sophisticated, next-generation propulsion technologies which resemble magic.

They are implications far too serious to ignore.

Yes, we know that UAP from an alleged non-human intelligence remains debatable from the perspective of their agenda.

But RVs from China and Russia? Well, that’s more serious, as we know their agenda is to dominate the globe.

That concern becomes even more urgent if, as detailed in the IMMACULATE CONSTELLATION report, RVs, including a large triangular RV seen hovering and rotating above naval vessels capable of vanishing from sight and potentially of Chinese or Russian origin — have been observed in the Pacific Ocean.

Such technology really is ‘checkmate’ - at least when it comes to conventional countermeasures used by the U.S. military. 

And yet, since November 2024, there has been no forward movement. No further hearings.

No official testimony from the whistleblower who was introduced to Congressional members.

No UAP Select Committee.

No UAP Czar.

No Executive Orders.

Just a wall of silence.

And there remain disturbing allegations which have not been followed up.

Meanwhile, the DoD has denied involvement. When contacted by Liberation Times, DoD spokesperson Sue Gough stated unequivocally:

“The Department of Defense has no record, present or historical, of any type of SAP called ‘IMMACULATE CONSTELLATION.’”

Technically, she may be correct.

But here's where the story takes a new turn.

According to sources familiar with the matter, IMMACULATE CONSTELLATION may not fall under the DoD at all. 

Instead, it could be overseen by the National Security Council—the President’s principal forum for coordinating national security and foreign policy, uniting military, intelligence, and diplomatic agencies under a single executive umbrella.

This explanation would align with what journalist Jeremy Corbell has suspected.

Speaking to Liberation Times, Corbell said:

‘The National Security Council (NSC) can oversee SAPs. Especially if a SAP/uSap falls under presidential purview or requires interagency coordination at the highest level - which Immaculate Constellation would absolutely require.

‘The NSC wouldn’t “run” the uSAP in any operational sense - but would play a key role in their authorization, oversight, or strategic direction - particularly if the President deems the issue critical to national security… and would coordinate multiple agencies without running its day-to-day operations.

‘This is especially plausible for uSAPs that are SO sensitive - that they are shielded from standard congressional oversight… as this arrangement also supports the possibility of maintaining secrecy.

‘The described mission of Immaculate Constellation would absolutely fall under this value system.

‘A uSAP so sensitive that it dodges congressional eyes, requires the NSC’s oversight - it’s inevitable. This is a core function of the UFO coverup by a Legacy Architecture - obfuscating from the public the UFO presence reality.

‘We will learn more about this soon. Directly from whistleblowers familiar with the matter.’

If correct, it raises urgent concerns regarding a lack of action from the Trump administration and whether figures are attempting to thwart any investigations within the National Security Council and the wider defense and intelligence infrastructure. 

It would also explain why Gang of Eight members believe the DoD is still mystified by previous drone incursions. The wider allegation from UAP whistleblowers is that information is being hidden from them.

Perhaps, for once, key elected representatives should focus on uncovering how the DoD and intelligence community may be evading accountability through hidden programs—rather than relying on the familiar, curated flow of information they’ve grown accustomed to.
