Whistleblower Goes Public on ‘IMMACULATE CONSTELLATION’ - Alleges Covert U.S. Program Monitoring UFOs

Matthew Brown, the whistleblower behind a report detailing an alleged Unacknowledged Special Access Program (uSAP) tasked with tracking advanced craft of both human and non-human origin, has come forward publicly for the first time, driven by a sense of duty and a desire to encourage others to do the same.

In an interview released today with investigative journalists, Jeremy Corbell and George Knapp - on their WEAPONIZED podcast - Brown, whose report was submitted to the Congressional Record in November 2024, stated: “This is absolutely what I did not want to do.”

He later added that by conducting the interview:

“I am, on a personal level, giving up the future that I made for myself and was going to try to make for a family.

“I'm proud of what I accomplished in my time in government, and it's painful to leave the good people there and to know that there really isn't room for people to act according to their conscience and our constitutional ideals.”

Bluntly spelling out the risk to himself, Brown stated that he faces “life imprisonment and the possibility of execution.”

Speaking to Liberation Times about Brown, journalist Jeremy Corbell stated:

“This is why we must do everything perfectly and above board when reporting on these types of National Security matters. Matthew Brown has not leaked anything. He is doing what our own government has asked for people to do. 

“He’s blowing the whistle on the coverup, abuses of power and lack of legal and constitutionally mandated oversight. Matthew Brown is a patriot, in the truest sense of the word. My hope is that his actions inspire others to do the right thing.”

Describing the secrecy apparatus which has led to him coming forward, Brown, who has held  top secret sensitive compartmented information clearance and worked within the Department of Defense (DoD) - including within the Office of the Under Secretary of Defense for Intelligence and Security - and most recently the State Department, said:

“It's a parallel reality. The secrecy apparatus is all-pervasive. It is not just in the intelligence community governing their world. 

“It's not just the military protecting their operations. 

“It's not protecting diplomats and leaders as they conduct their work, sometimes in very dangerous places. 

“It has been allowed to corrupt and infest every aspect of our society to serve the interests and whims of a very elite select few.”

Such is the extent of the secrecy, Brown described that, following 2017’s New York Times story detailing the DoD’s secretive UAP program, officials within the intelligence community were not allowed to even mention the names of certain whistleblowers, and faced being fired if they did so:

“Yes, absolutely, both firsthand and from hearing from friends and connections. I guess the screws were tightened and in certain agencies, you're not allowed to mention certain whistleblowers names, or you'll be fired immediately.”

According to Brown, former senior intelligence official and UAP whistleblower David Grusch was considered 'radioactive' within the classified chatrooms of the intelligence community’s secure network, known as ‘R-Space’

Brown stated:

“His [Dave Grusch’s] name was absolutely from first-hand experience, sort of radioactive in the chat rooms. All of a sudden, these people that never participate are there really slamming him and slamming the people talking about him.”

Brown believes the secrecy has been kept at the expense of science, technology and the fundamental reality that humanity is being visited by non-human intelligence:

“If it was just technology that we were worried about protecting and maintaining military advantage, there's strong arguments to be made - and have successfully been made for decades in this country - that the American leadership and American people seem to find acceptable: to be left in the dark about where science, technology, and their military are taking them.

“This isn't just technology. This isn't something somebody came up with in a lab, and it's sensitive because, once the cat's out of the bag, anybody can do it. Fundamentally, this comes from - and is secondary to - what we've been told is the biggest question, which is, ‘Is humanity alone?’

“The answer is no, and the secrecy that has been defended is at the cost of, in my mind, human dignity, freedom, and progress. It is no longer permissible or acceptable, in my mind, to continue this course - to deprive another generation, not just of Americans but of humanity, of their birthright to know who they are, where they came from, and what's with us.”

Whistleblowers and witnesses to Unidentified Anomalous Phenomena (UAP), including David Grusch, have alleged that the U.S. government is operating retrieval and reverse engineering programs involving non-human materials.

It has also been claimed that these efforts have fueled a secretive arms race with China and Russia.

However, Brown has pointed to a third player, in the form of an international non-state actor, stating:

“I think our military has a long, historic involvement in this. So does our intelligence community and our scientific academic community.

“We have, as a country, allowed ourselves to be penetrated, co-opted, and corrupted by an internationalist force that serves their interests and views nations, peoples, as tools and means to an end.”

When pressed by George Knapp whether this represented a business cabal represented by international corporations that have no loyalty to any nation, Brown responded:

“That's a large part of it. I think we have to go above that too, to start to explain the level of deception and the level of commitment they've had to maintaining that deception. It's above just monetary gain and power.

“They're afraid.”

Other sources have corroborated to Liberation Times that a ‘breakaway civilization’ has developed exotic technology by reverse engineering non-human materials, with multiple factions, funded through various means, representing its interests.

Brown told Corbell and Knapp that, before discovering documentation confirming the existence of IMMACULATE CONSTELLATION, he had viewed videos of UAP—captured by U.S. platforms—on the Joint Worldwide Intelligence Communications System (JWICS), a secure, classified network used by the U.S. intelligence community for sharing sensitive information. 

According to Brown, “nothing in those videos necessarily proves it's extraterrestrial or non-human” - however, he added,  “It certainly is anomalous, exotic and unexplainable.”

Brown discovered the report detailing IMMACULATE CONSTELLATION while reviewing files shared by various offices under the Office of the Secretary of Defense, including the Office of the Under Secretary of Defense for Intelligence and Security.

Brown told Corbell and Knapp that the report was contained in a file labelled as “2018 Schriever Wargames” - he explained that “usually a lot of wargame briefs are pretty boring” - meaning it didn’t stand out.

“Shriever” refers to Schriever Air Force Base in Colorado, which was renamed Schriever Space Force Base in 2021 to reflect its transition under the newly established U.S. Space Force. 

In 2018, the base was home to the 50th Space Wing (now inactive), which operated a wide array of critical space-based systems, including the Global Positioning System (GPS), Defense Satellite Communications System (DSCS), Wideband Global SATCOM, Military Strategic and Tactical Relay (MILSTAR), Defense Meteorological Satellite Program (DMSP), Space-Based Space Surveillance (SBSS), Operationally Responsive Space systems, the Advanced Extremely High Frequency (AEHF) satellite network, and the Boeing X-37B Orbital Test Vehicle. It also managed the Air Force Satellite Control Network.

At first, when opening the file, Brown describes what he saw as quite normal:

“There's just a generic title slide. There's a banner without classification markings that just says Immaculate Constellation. And it has a placeholder slide that shows the Schriever Air Base logo and some logos of the units involved. 

“But at that time, I believe it would have still been Air Force Space Command adjacent. So still, nothing particularly stunning. I think the name at the top is probably just the name of the exercise.”

But then Brown describes seeing the face of Lue Elizondo within the report’s next page, who previously led the Pentagon’s UAP investigation, known as the Advanced Aerospace Threat Identification Program, or AATIP - the name of the UAP program exposed by the New York Times in 2017.

Brown states:

“So the next slide is where it gets interesting, because the face of Lue Elizondo is on that next slide. And that was not who I was expecting to see.”

Brown explained that the slide with Elizondo’s face included text that stated:

“Immaculate Constellation is an unacknowledged Special Access Program established after the exposure of AATIP in 2017 by former USDI [Under Secretary of Defense for Intelligence] officer Lue Elizondo.”

Brown told Corbell and Knapp that the report then got “very interesting, very quick.”

The page that came afterwards, according to Brown, details “a collection incident in the Pacific Ocean” at night off the coast of Kamchatka, involving “several Russian naval intelligence vessels.”

One slide includes a still colour image, which shows, according to Brown, “a large black triangle floating in the air.” 

Brown says the image appears to have been taken “close to the waterline” - meaning it was possibly taken by a U.S. clandestine submersible asset.

Describing the accompanying summary of the event, Brown said:

“They've [the US. collection asset] been hanging out in the middle of the ocean in this place, apparently, for a few days. And this night, while they are observing the Russian vessels, a large black triangle materialises or de-cloaks. 

“The point is, it did not move. It appeared directly above these ships, probably no more than 200 meters, pretty close. And interestingly, as noted in the report itself, there was no visible reaction from these vessels, from what would almost certainly be considered a hostile approach.”

Brown went on to state that according to the report’s analysis, “the Russian Navy had foreknowledge that this vehicle would appear in that area of the ocean, and they were there specifically to either collect on it themselves or to interact with it in some way.”

The page afterwards, according to Brown, showed two slides of orbs, although he describes this as “disappointing” as he “had already seen orbs at this point in an official setting.”

According to Brown, the IMMACULATE CONSTELLATION report consists of approximately twelve to fifteen pages, with further details expected to be revealed in two upcoming episodes of WEAPONIZED.

Speaking to Liberation Times, Jeremy Corbell outlined the steps he and George Knapp have taken to support whistleblowers like Brown in their efforts to engage with Congress:

“Here’s the deal. We have tried this the easy way and have been betrayed at every turn. Our service members have been betrayed. We have - I have - personally brought whistleblowers into the halls of Congress. 

“George Knapp and I have provided closed-door briefings in SCIFs on the UAP issue. I have facilitated private meetings with Members of Congress to inform them - to ensure our representatives have access to the information and to the vetted individuals who can verify, validate, and inspire a proper disclosure process to the American public. 

“It is now clear: we must do this the hard way. The old-fashioned way. It’s going to take journalism in America and the bravery of whistleblowers to move this process of truth and transparency forward.

“It is time to do the right thing. We are going to practice our rights as journalists in a free America.”

Corbell added that elected Congressional members had been intimidated by factions of intelligence agencies to impede UAP transparency efforts. He called for them to stand up to such overreach:

“Congressional Members need to stand up to the overreach of the executive branch and the factions of the intelligence agencies who are intimidating publicly elected officials, impeding the transparency process, and attempting to maintain the UFO coverup. 

“It’s going to be a losing battle for them. Congress has an opportunity this May to provide the public with significant testimony on this matter. I aim to help them achieve that.”
