This week, the Centro Ufologico Nazionale of Italy (CUN) and the International Coalition for Extraterrestrial Research (ICER) held positive talks with San Marino’s two Heads of State, known as the Captains Regent.

The topic of discussion?

A proposal named Project Titan, which would see San Marino make a historic United Nations request for the creation of periodic UFO/UAP conferences under its aegis.

As reported by Paolo Guizzardi (who is Project Titan’s Creator and Project Manager, as well as ICER’s national representative for Italy), ICER and CUN President, Roberto Pinotti, and San Marino’s former Minister of Tourism, Augusto Casali, met with Captains Regent, Francesco Mussoni and Giacomo Simoncini.

At the meeting, Pinotti and Casali provided a presentation of Project Titan, which would see San Marino become the Geneva for global dialogue regarding Unidentified Aerial Phenomena (UAP).

Pinotti explained how, following the passing of the U.S. National Defense Authorization Act 2022 and its requirement for a UAP Office, the stigma surrounding the topic has now been “overcome”.

In other words, if it chooses to press ahead, there are likely to be no major obstacles for San Marino.

Pinotti declared that Project Titan would take up the baton of Grenada’s 1978 UFO initiative (led by its then Prime Minister Sir Eric Gairy) at the UN, which ultimately failed and was fiercely opposed by the United Kingdom.

Positive Signs From San Marino

Project Titan was greeted with great interest by Mussoni and Simoncini, who will now report back to the nation's government, expressing a favorable opinion on the proposal.

Should Project Titan come to fruition, San Marino can significantly benefit in terms of tourism and global prestige. That may weigh heavily in the Government’s thinking.

The final decision now rests on the shoulders of San Marino’s Congress of State, which is composed of its ten secretaries of state.

Speaking to Liberation Times, Project Titan’s Creator and Manager Paolo Guizzardi stated:

“After this positive meeting, I feel reasonably confident in a positive outcome. I sincerely feel that through the commitment of Roberto Pinotti we are now closer to the final and worthy crowning of Sir Eric Gairy's effort, for the advance of science and the good of all humanity.”

Potential Signs Of International Support

Project Titan was delivered to San Marino’s Minister of Culture by the ICER and the CUN on 13 September 2021.

The government of San Marino has been sponsoring UFO symposiums for thirty years. These have been organized by the CUN, Italy’s main Ufological organization. An international conference sponsored by the UN regarding the state of research on the UAP topic would therefore represent an ideal upgrade of the CUN’s existing long-term initiative.

It is speculated that the incoming U.S. UAP Office may have a role in encouraging San Marino to make the UN request, as it has the mandate to coordinate with international allies and partners.

Should San Marino proceed, the proposal will undergo a preliminary examination and discussion at the UN, before being submitted to a vote by the General Assembly.

With the U.S. now taking UAP seriously, there is a reasonable possibility that a request by San Marino will succeed.

Furthermore, there have been signs that Russia and China could also support such a proposal, especially as Project Titan’s origins can be traced to an earlier apparent Chinese effort.

As reported by The Debrief’s Tim McMillan, the only country rumoured to show resistance is the United Kingdom, although it may ultimately yield to the will of the USA, its most important global ally.
