John Ramirez - The Retired CIA Officer Who Reached GS-15 Level @JRam_11_11
Background
Between 1984 and 2009, John Ramirez worked for the CIA, serving within the Directorate of Science and Technology, and the Directorate of Intelligence - he also served within the Office of the Director of National Intelligence. He reached GS-15 status - which means he served in a very senior position whilst at the agency.
Ramirez burst onto the UFO scene after appearing on the highly acclaimed Witness Citizen podcast on 17 October 2021.
He is a highly intelligent individual who has an immense amount of knowledge and experience regarding the U.S. intelligence apparatus and the UAP subject.
As one might imagine from someone of his pedigree, Ramirez comes across as a cool operator who is very measured with his words and can provide in-depth technical details about the inner workings of the intelligence community.
Educating UFO Community
Ramirez is perhaps the first former CIA officer to publicly engage with the UFO community on Twitter.
He is passionate about educating the community regarding the structure and inner workings of the intelligence community.
As Ramirez sees it, there is a current gap in knowledge among those in the UFO community.
By equipping researchers with the appropriate knowledge, Ramirez hopes the community can increase its success rate, especially when lodging Freedom Of Information Act (FOIA) requests.
Whilst appearing on the Project Unity channel, Ramirez presented a series of slides to help researchers navigate the FOIA process - usefully Ramirez identified the relevant agencies to engage with when requesting specific types of information.
The slides, which can be found here, also contain insights regarding the history of UFOs and recent comments made by senior former U.S. intelligence officials, including ex Director of National Intelligence, John Ratcliffe.
The emergence of Ramirez has certainly captured the attention of the most popular podcasters and other rising stars within the UFO community, including former Marine Corps Intelligence Analyst, Bob Plissken, who made the following comments about Ramirez.

A Growing Number Of Retired CIA Chiefs Talking About UFOs
Ramirez has speculated about the current UFO disclosure process and it appears that his views may be informed by current or former members of the intelligence community or perhaps those connected to the Department of Defense.
In his recent interview on Project Unity, Ramirez suggested that the U.S. government does not talk about the occupants of UFO craft at this moment.
This is a significant comment from Ramirez, who has asserted his opinion that UFOs may indeed represent a form of non-human intelligence.
Ramirez isn’t the first CIA official to suggest UFOs could represent non-human intelligence. Former CIA director John Brennan earlier this year speculated UFOs could represent “a different form of life”.
Ramirez’s comments also come months after another former CIA director, James Woolsey, described an event in which an aircraft was “paused” by a UFO at 40,000 feet.
Perhaps this suggests that information within the CIA does exist which points to UFOs originating from non-human intelligence. This would certainly chime with what former CIA Officer Jim Semivan has been saying for years. Note that Semivan was a recipient of the agency's Career Intelligence Medal, which reflects exceptional achievements that substantially contributed to the mission of the agency.
One cannot question the pedigree of Ramirez and those other aforementioned CIA officials. One wonders whether Ramirez has any connections with Semivan, Woolsey or Brennan.
And do such comments suggest these former officials are laying the foundation for further statements from active senior CIA officials? It may seem that way, especially as the CIA did clear his slides, which Ramirez stated in his Project Unity interview.
If secrecy has been kept for decades, such manoeuvring by the U.S.’s most prominent intelligence agency would be expected to avoid a public relations disaster.
Do Triangle UFOs Belong To U.S. Air Force?
One intriguing comment made by Ramirez followed speculation that the U.S. government does not want to talk about the potential occupants of UFOs.
According to Ramirez (if this is what he meant), then the U.S. Air Force may be partially be responsible for this current stance, but not for the reasons you may think.
Ramirez commented:
“The air force and their exploitation of that type of technology made a mess of things, as when people see triangular craft, and they’re not flying in space but in our atmosphere, it points to the fact that we know what the triangles are and we want people think they’re seeing UFOs, because then people won’t know exactly what they’re seeing.”
Some on Reddit have speculated that Ramirez is suggesting that the USAF may be responsible for sightings of triangular aircraft, which some have dubbed the TR3B.
If true, this could present a possible reason for the USAF lack of engagement on the topic up to now.
Tom Delonge, when appearing on the Joe Rogan Experience, suggested the U.S. government was in possession of such craft, but also indicated some belong to other intelligences. According to Delonge, triangle craft represent human technology, if they have tail fins.
It has been suggested by Lue Elizondo that the disclosure process and potential international cooperation (including with China) could usher incredible technological breakthroughs.
If anti-gravitic craft are a reality, then perhaps such technology may be revealed as part of the disclosure process. It has been previously suggested by former Senator Harry Reid that Lockheed Martin may possess UFO materials, so perhaps technology could exist.
Childhood Experiences With UFOs
It should be noted that Ramirez has been interested in the phenomenon since he was a child.
Ramirez is a highly accomplished intelligence officer, who gained a significant level of seniority. This would mean Ramirez was trusted with highly classified information.
It is then astonishing that Ramirez describes having UFO interactions since a very young age. He even claims to have had possible abduction experiences involving apparent non-human intelligences.
This is an individual who is highly intelligent, logical and was trusted with the U.S. government’s most critical secrets.
His credentials have been verified, and his comments do carry some weight.
‘Hybridization’
In his interview with Project Unity, Ramirez suggested that humans are hybrids. He claimed that hybridization is the word which Lue Elizondo cannot say, and that people within the Pentagon expect him to say this some day.
Although Elizondo has not uttered this word yet, he has started talking about humankind’s origin, questioning how much of our own history we really know.
On the Theories of Everything podcast, Elizondo posed the question of whether humans have interacted with non-human intelligences for perhaps thousands of years. This would suggest a collective amnesia of our own history, which could perhaps shroud a truth that humans may be extra-terrestrial hybrids.
Dissemination Schedule
Ramirez has said that Elizondo may be working to a schedule. Furthermore, he suggests that we are not witnessing disclosure, but in fact a scheduled dissemination, meaning that things need to be set up before other things can be revealed.
According to Ramirez, the upcoming launch and activation of the James Webb telescope could trigger new revelations: according to Ramirez ‘they’ may “have to look at some place in space and then there will be some kind of reveal”.
This takes us down a potentially interesting road. In 2012, the National Reconnaissance Office (NRO) donated two hand-me-down telescopes to NASA reminiscent of the Hubble Telescope. This poses the question as to whether the NRO may possess significant (but secret) space telescopes, which have already made startling discoveries.
In his Project Unity interview, Ramirez asserted that the National Air and Space Intelligence Center (NASIC) could play a significant role in the so-called scheduled dissemination process.
In a recent tweet, Ramirez observed that the so-called dissemination process seems to be “quickening” of late.
If true, this could mean that significant events could take place within the upcoming months. If this occurs, then such events could cause potential problems to U.S. allies, such as the United Kingdom and Australia, who appear to be downplaying UFOs.
For example, if the U.S. releases a stunning UFO video or takes a more concrete stance on the reality of UFOs, this could embarrass such nations and lead to public and political pressure.
The Unnerving Reality Of Orbs?
Unnervingly, whilst appearing on Project Unity, Ramirez remarked that, “the presence of orbs really threw everything at a higher pitch, because they couldn’t explain the orbs, and these aren’t your grandfather’s saucers”. Ramirez remarked that most of the focus is now on the orbs.
Orbs appear to be linked to spiritual experiences. Witnesses such as Chris Bledsoe claim to have experienced and captured such phenomena on camera. However, the scientific validity of such orbs has never been authenticated publicly from our understanding.
This would suggest different origins behind different types of UFOs, such as triangles, saucers, orbs, and perhaps even tic tacs.
Note, Ramirez’s own childhood experiences with UFOs involved orbs. He continues to witness these orbs up to the present day.
Again, his credentials have been verified and what Ramirez has stated must be taken seriously.
Enough about Ramirez’s knowledge regarding the intelligence community can certainly be validated by figures such as Bob Plissken. Now that we know he says he is, Ramirez has enough credibility to be featured as our first profiled figure from #UFOTwitter.
We certainly think that Ramirez could play a very valuable role in the community in the coming months, especially if new revelations come to light.
Keep your eyes peeled. Figures such as Ramirez may signal the start of a tidal wave of others coming out of the shadows. Lue Elizondo has suggested that more high profile figures will soon come out to join the conversation.
