Revisiting 1947: The Inside Story On New Congressional Language Which Could Reshape History, As Concerns Persist Over Continued Involvement Of Lue Elizondo’s Former Office

Written by Christopher Sharp - 15 July 2022

  • New proposed Congressional language featured within the latest versions of the National Defense Authorization Act and Intelligence Authorization Act are on course to prise open a Pandora’s Box of U.S. government and contractor UFO secrets, a box slammed firmly shut since 1947.

  • Getting to this moment has not been straightforward though. Frustrated by obfuscation, Congress’s hand has been forced to escalate efforts.

  • Speaking to Liberation Times, Lue Elizondo, the former Director of the Pentagon's previous UAP investigation named AATIP, attributed bipartisan efforts and Christopher Mellon, former Deputy Assistant Secretary of Defense for Intelligence, as major factors behind new Congressional language.

  • One source has told Liberation Times, “behind closed doors, lawmakers have met with current and former government insiders who have provided multi-source and verifiable information that has shaped the language we are seeing today.”

  • Notably, something appears to have escaped Pandora’s Box, forcing politicians to contemplate the repercussions of a moment akin to the Church Committee of 1975.

  • Decisions of what and when to reveal to the public will be at the discretion of Congress, the Executive Branch, international allies and partners, and will mean existing political agendas will be turned upside down.

  • Despite the bullish atmosphere surrounding the new language, concerns remain regarding the potential future role of the Office of the Under Secretary of Defense for Intelligence and Security (OUSD(I&S)), which was home to the failed Airborne Object Identification and Management Synchronization Group.

  • Sources believe the Defense Intelligence Agency (DIA) would be a more effective option for heading a UAP Office.

  • Liberation Times can also now confirm through various sources that Elizondo is a contractor for the Space Force.

First came the Gallagher and Gallego House amendments for the National Defense Authorization Act 2023 (NDAA) establishing proposed immunity language, providing protection to Unidentified Aerospace-Undersea Phenomena (UAP) whistleblowers.

Excitement was palpable amongst observers.

But then came something else.

The Senate’s proposed language for the Intelligence Authorization Act 2023 (IAA) arrived. And it is this Act which may be remembered by generations to come, if finalised in its current or an improved form.

Vice Chair of the Senate Select Committee on Intelligence, Marco Rubio, himself commented on the importance of the IAA (which may have alluded to the UAP language), stating:

‘This years Senate’s Intelligence Reauthorization was approved unanimously and is the most consequential one ever offered.’

Excitement may soon turn into soberness though. We may be living through historic seconds, minutes, hours, days, and months - all of which may be remembered for millennia.

Since 1947 Pandora’s Box has been slammed shut. Secrets have been put away. Secrets concealed from the world for decades. Secrets invisible, even to Congress. Secrets which are starting to smell like rotten fruit.

Those secrets have now collided with democratic oversight, a vital component of any functioning democracy.

The Senate’s proposed language, supported by the House amendment (which has now passed) provides the keys to unlocking those secrets.

Getting to this moment has not been straightforward though. Frustrated by obfuscation, Congress’s hand has been forced to escalate efforts.

And behind the scenes, there has been a concerted effort by proponents of the UAP issue, involving personnel from the intelligence community, the Department of Defense (DoD) and Congress.

Insiders React To New Congressional Language

Speaking to Liberation Times, Lue Elizondo, the former Director of the Pentagon's previous UAP investigation named AATIP, attributed bipartisan efforts and Christopher Mellon, former Deputy Assistant Secretary of Defense for Intelligence, as major factors behind new Congressional language.

Elizondo, who Liberation Times can now confirm is a contractor for the Space Force, commented:

"The Congressional language you see was made a reality, in large part due to the tireless efforts of one man, Mr Christopher Mellon.  Furthermore, we are also grateful for the courage and tenacity of key people in both the Senate and the House of Representatives, and their staff.

"This is truly another historic moment for our nation and proof that Ronald Reagan was right and that this topic could actually help unite us and not divide us.

“A case in point is the bipartisan way these bills have been coordinated among party members who normally don't agree on very much, but in this case, have decided to tackle one of the most controversial and historically challenging topics, together.  This is a proud moment for our country and I encourage leaders of other nations to follow suit."

Notably, something appears to have escaped Pandora’s Box, forcing politicians to contemplate the repercussions of a moment akin to the Church Committee of 1975, which led to the very creation of the same Senate Select Committee on Intelligence that helped draft the current IAA language.

Back in 1975, U.S. government reforms were prompted by abuses of power from U.S. intelligence agencies, leading to shocking revelations such as Operation  MKULTRA, involving the drugging and torture of U.S. citizens.

It may be inevitable that the potential discovery of alleged secretive and illegal UAP programs could lead to similar significant reforms within the U.S. government.

If proven, it is likely such programs date back decades.

One DoD insider exclusively spoke to Liberation Times, providing a glimpse of one of the most tantalising aspects of the Senate’s IAA language; the requirement for the Comptroller General to commence a review of the ‘records and documents of the intelligence community, oral history interviews, open source analytic analysis, interviews of current and former government officials, classified and unclassified national archives’ - all starting from 1947, the year when an alleged unknown craft crashed in Roswell, New Mexico.

The DoD source stated:

“Laws are not written in a vacuum. Behind closed doors, lawmakers have met with current and former government insiders who have provided multi-source and verifiable information that has shaped the language we are seeing today.

“The wording is very specific, and many who are aware of the history of this subject will immediately understand why January 1, 1947, is the date to which the Comptroller General must use as “day one” of their compiled intelligence review and report that is due to Congress.”

The Journalist and Filmmaker Jeremy Corbell, the only civilian publicly referenced in May 2022’s Congressional hearings, spoke with Liberation Times and summarised the current situation, commenting:

“What we are seeing now regarding UFO transparency - is a result of public pressure and resilience. It’s a shift in the tides of internal secrecy. This is a once in a lifetime opportunity - to crack the egg on the UFO mystery.

“What exactly has been hidden from the public regarding UFO technologies obtained by our militaries? We aim to find out. This is the central question Senate and House are looking to answer on our behalf, and with our help.”

Cutting Through Obfuscation

It is the understanding of Liberation Times that Congress, (whilst still increasing efforts to investigate ongoing and escalating UAP events) is ready to cut through the obfuscation. In fact, Congress will now be targeting the rumoured decades-old secretive and illegal programs that could hold many of the answers that military personnel, intelligence officials, politicians and the wider public are searching for.

Long-rumoured crash retrieval programs may (if proven) be opened-up to the wider science world, to help unravel some of the riddles which generations of scientists have allegedly failed to understand and comprehend. At the same time (and if that happens), Congress and top military brass (who have not been read in) could be given clues or answers as to the origin of some recovered craft, helping them come to grips as sightings by military personnel intensify.

The mechanism by which the public can learn about such discoveries remains unknown at this time. And it is unlikely to be communicated through information contained and isolated to a public report without an all-encompassing communications approach, which accounts for religion, national and global security, sociology and international affairs.

Decisions of what and when to reveal to the public will be at the discretion of Congress, the Executive Branch and international allies and partners. The fallout would mean existing political agendas are turned upside down.

Ongoing Efforts And Frustrations

The proposed language from the Senate suggests that, despite rumoured existing captured craft, there are active efforts to capture craft, as the IAA states that an annual report provided to appropriate committees will include ‘an update on any efforts underway on the ability to capture or exploit discovered unidentified aerospace-undersea phenomena.’

The annual report must also include an update on ‘the coordination by the United States with allies and partners on efforts to track, understand, and address unidentified aerospace-undersea phenomena.’

It is the understanding of Liberation Times, that progress on exploitation efforts and coordination with foreign governments has been frustratingly slow, as reflected by a lack of acknowledgement by other governments, including the United Kingdom and Australia.

Concerns About The Potential Home Of A New UAP Joint Program Office

Concerningly, sources have suggested that the Office of the Under Secretary of Defense for Intelligence and Security (OUSD(I&S)), which has led previous UAP efforts, could head the DoD side of a new Joint Program Office (JPO), included within the IAA language to investigate UAPs - although the JPO will in effect replace the much-ridiculed Airborne Object Identification and Management Synchronization Group (AOIMSG).

The OUSD(I&S) and its alleged historic obfuscation of the UAP topic led to former AATIP Director Lue Elizondo’s resignation in 2017.

In 2021, OUSD(I&S) took control of the (AOIMSG), which meant to take the baton of the work done by the Unidentified Aerial Phenomena Task Force (UAPTF). But since its establishment, AOIMSG has frustrated Congress, due to the slow implementation of previous NDAA language and failure to provide analysis detailing the origin of UAPs.

Furthermore, the Executive Secretary of AOIMSG was the controversial former Director of Defense Intelligence, Garry Reid, even though Lue Elizondo complained about his handling of the UAP topic, who has since stated that Reid, “was one of the biggest obstacles to the DoD’s investigations and public transparency of unidentified aerial phenomena.”

But insiders also have concerns about OUSD(I&S)’s ability to perform the role of heading up the new JPO from the DoD, due to it being a staff oversight organization not equipped to manage operations and analysis.

Those who have spoken to Liberation Times have stated that OUSD(I&S) should not be producing any analytical all-source products stemming from the JPO.

Sources believe the Defense Intelligence Agency (DIA) would be a more effective option for heading the JPO, as it is well versed in producing centrally managed defense analysis and production using a distributed analytical process known as the Defense Intelligence Analysis Program (DIAP).

In other words, DIA may be much better suited to performing the mission at hand, which is vital to Congress, as the number of reported sightings of UAPs increases around global U.S. defense assets since 2021, something which has been revealed to Liberation Times.

The place where the new JPO may be headed within the DoD (being OUSD(I&S)) is a headache that those within Congress may be pondering before finalised legislation reaches President Joe Biden. And undoubtedly there will be further amendments to come in the coming months to ensure the language is versatile.

Although Congress may be on the precipice of uncovering core UAP secrets, there remain daily increasing UAP incidents and a lack of coordination between U.S. government agencies and armed services to tackle the issue.

From discussions with sources, if Congress wishes to get to grips with the problem, it starts with removing OUSD(I&S) from the picture.

Indeed, should there be some new form of the Church Committee, answers will be needed on how a whole year's progress was lost due to the ill-fated AOIMSG headed by OUSD(I&S) - especially when faced with an escalating national security concern, which has led Representative Tim Burchett to assess the United States does not have full control of its airspace.
